Once again, the Bearcat football team is ranked first in the nation followed by Grand Valley, MI. There is a similar pattern regarding state emphasis with the Midwest tending to dominate. The index of emphasis for each state is derived by dividing the number of Division II teams a state has by its population. South Dakota has five teams, but only one-seventh the population of Missouri with 10 teams. There are 15 states without any Division II football teams.
