Presiding Commissioner Bill Walker called the meeting of the Nodaway County Commission to order at the commissioner’s office. In attendance: Walker, Chris Burns and Scott Walk, associate commissioners and Melinda Patton, county clerk.

Burns made a motion to approve the agenda as presented. The motion passed. Burns made a motion to approve prior commission minutes dated 10/12/23. The motion passed.

Approved: Invoice for Family Guidance Center for Treatment Court; inventory transfer/disposal forms; CERF Annual Contributions form; assessor’s quarterly reimbursement form. Checks: #83256-83301

Requisitions: Commission to MTE for equipment; Sheriff to Kelly Tire & Exhaust for vehicle maintenance and repair; to Service Lube for vehicle maintenance and repair; to Hy-Vee and Falls City Mercantile for inmate food and supplies; to MTE for office equipment; Road and Bridge to J&A Traffic Products for 911 Signs; Public Administrator to SEM for software.

Reviewed: The commission reviewed the following information: Extension Expense Report for September 2023; training certificate for Steve Whittington, deputy coroner; Consolidated 911 Expense Report for September 2023.

Constellation Wind Power – Representatives from CR Clearing, LLC d/b/a Constellation Wind Power and their subcontractor White Construction met with the commission. The commission reviewed the road use agreement. A follow-up email was sent requesting the changes.

Consolidated 911 Oversight Board – The commission attended the Consolidated 911 Oversight Board meeting at the Northwest Regional Communication Center. The board discussed the revised Memorandum of Understanding (MOU) and the Missouri 911 Service Board Financial Assistance Program ARPA 2023 NG911 Funding Cycle. The MOU will be discussed further in session while the Missouri 911 Service Board Financial Assistance Program was signed by the county.

A call was put in to Coenen Electric and Three E Electrical Engineering and Equipment regarding the generators at the Administration Center.

An invoice for $85,700 was presented by the Nodaway County Senior Center was presented for payment from the American Rescue Plan Act (ARPA). The commission approved the original amount requested of $70,500 and declined to approve the difference.

Nick Jameson, Schildberg Construction, stopped in to give updates on the quarries.

Alan Rowlett, board member of Hughes Township, stopped in to discuss CART Rock roads, right-of-ways and approaches.

Discussed health insurance for 2024.

Discussed a request by the Sheriff for fleet management cards for the Sheriff’s Department. The commission agreed to utilize the Wex company. The clerk will complete the application.

Jonathan Aley, Kringle Christmas Lighting, LLC, stopped in to discuss the cost of the lights and the labor to hang lights on the Courthouse for the holiday season. The commission approved the purchase of the lights, which will be stored by the county, and the labor contract for two years. These items will be paid for out of ARPA funds.

Returned a call to a resident of Independence Township to discuss gravel on Road #340.

Spoke with Larry Jacobson, Snyder & Associates, who plans to swing by at 8 am, Tuesday for signatures on documents for the Transportation Alternatives Program (TAP) grant.
